    Delegates Cowles, Lane, Border, Sobonya and Howell move to amend the bill in subsection (b) of section twenty-four of article nine-a of chapter eighteen on page thirteen at line forty-six following the word “That” by striking the words “charging specified amounts to the state pursuant to this section is not to be construed as creating an employer employee relationship between the State of West Virginia and any employee under the employ of a county board or as creating a liability of the state” and inserting, in lieu thereof, the words “these above-enumerated categories of employees are to be considered employees of the state of West Virginia.”
